Did you know that there is no specific law against torture in Pakistan? This means that those government departments. such as law enforcement agencies and their officers, cannot be complained against or brought to justice, if they use torture.

 

In July 2021, a bill criminalising torture at the hands of law enforcement agencies such as the police was passed by the Senate. All political parties unanimously supported the bill.

Torture is an unacceptable part of any civilised society. However, incidents of torture in police custody are regularly reported. Despite its obligations under the Convention Against Torture (CAT), Pakistan has yet to enact a law specifically criminalising it. While the Senate passed a bill criminalising torture and custodial deaths in July of last year, this bill has yet to be tabled in the National Assembly. 

 

The use of torture corrupts the entire criminal justice system and puts innocent citizens in prison and on death row. As a Pakistani citizen, I ask you to take notice of this issue and make efforts to table this bill in the National Assembly so the use of torture is criminalised and it’s perpetrators brought to justice. 

 

Torture is criminal. It should be a crime.
